George Bays was elected Recorder of Deeds in Mississippi County in November 2010. The County Commission voted to separate the offices of Circuit Clerk and Recorder in 2001, then making Recorder of Deeds an elected position. George Bays is the second elected Recorder of Deeds in Mississippi County's history, his office serves a four year term.

RESPONSIBILITIES OF THE RECORDER OF DEEDS:

- Documents describing real rights that are regularly recorded by the recorder of deeds includes deeds, mortgages, mechanics leans, releases and plats, among others. To allow full access to deeds recorded throughout the office history, several indexes are also maintained, which include grantor-grantee indexes, tract indexes, and plat maps.

Marriage Licenses
Marriage licenses are issued by the Recorder of Deeds office. Both parties must visit the Recorder's office to apply for a marriage license. Social security numbers and original signatures are required from both the potential bride and groom. The marriage license is only valid for 30 days from the date it was issued and can be used anywhere in the State of Missouri. In other words, a valid marriage license issued in Mississippi County can be used in any other Missouri county. The license must be returned to the county in which it was issued. Blood tests are no longer required in Missouri. Requirements
- All applicants must provide a valid picture ID.
- Both applicants must be at least 18 years old to obtain a marriage license without parental consent.
- If applicant is under 15, an order must be issued by a Circuit or Associate Judge of the county in which the license is being applied.
- Applicants who were previously married must provide the date their last marriage ended.
- The fee for the marriage license is $51 - Cash Only.
Applicants are responsible for delivering the license to the person who solemnizes the marriage. That person is then responsible for completing the bottom portion of the license along with 2 witnesses. The signed right half (the half with writing on the back) must be returned to the Recorder’s office within 15 days of the wedding. The license is then recorded and maintained permanently on file in the Recorder's office. Once the license is received and recorded, a certified copy will be returned to the couple. The other half (with flowers on the front) is the Marriage Certificate and retained by the couple.
