Shirley Coffer
Shirley Coffer was elected to office in November 2008, officially taking office September 1, 2009.  The county assessor is an office that is elected by the county at large and serves a four year term.  Unlike all other county elected officials who's terms begin the January after being elected in the November election, the Assessor's office is elected during the same November election but does not take office until the first day of September of the following year.

ASSESSOR'S RESPONSIBILITIES:


The Mississippi County Assessor is responsible for finding taxable property, identifying the owner, and establishing assessed  valuation of all property in accordance with Missouri Law.  The assessor does not establish tax rates, issue tax bills, or collect or refund taxes.

Mapping and Appraisal Deputy Assessor's Duties and Responsibilities:

Pam O'Dell




A mapping and appraisal Deputy Assessor's job is to perform data collection functions such as locating and listing of real property so as to facilitate the appraisal of such property and land values for ad valorem taxation.  Along with assisting the Assessor in analyzing and costing out of repaired construction for initial or revaluation purposes.

  • Visiting all assigned properties and records pertinent data such as measurements of building, land use and other related information;
  • Interviews property owners to confirm validity of information.
  • Uses tax maps in the location of taxable real property.
  • Draws to scale representations of new construction and revisions or improvements to existing property from field reviews or blue prints.
  • Assists tax payers with various questions and property related matter.
  • Meets with the public to explain and defend the assessment process and policies at informal hearings.
  • Assists the Assessor in the final review of property assessment valuations.
  • Performs all other related duties as assigned.

Personal Property Deputy Assessor's Duties and Responsibilities:

Lisa Norton





The Personal Property Deputy Assessor's job is to answer taxpayers questions and interprets that laws, rules, and regulations regarding personal property.  Prepares tax declarations and records for processing.  Enters assessment lists and related data into computer system to facilitate tax billing function.


  • Prepares records for processing by verifying accuracy and completeness of information.
  • Places values on property declared on tax assessment sheets using approved value guides.
  • Assists taxpayers in completing assessment lists and calculating taxpayers questions and complaints both by phone and in person.
  • Documents address changes in computer files and other office records.
  • Files and alphabetizes assessment sheets for processing and file storage.
  • Performs all other related duties as assigned.

Real Estate Deputy Assessor's Duties and Responsibilities:


Ruth Munger




A Real Estate Deputy Assessor's job is to maintain files up-to-date on all land transfers by copying and recording deeds on an ongoing basis.  This includes maintaining computer transfers and making maintenance entries and map changes as necessary.  Also assists in checking personal property assessments.

  • Copies, reads, and records deeds
  • Lists all property transfers on computer maintenance register, assigns change numbers, book and page references, etc.
  • Writes maintenance sheet on each transfers
  • Handles parcel splits and combinations and maks necessary entries on maps, files, maintenance records, etc.
  • Prepares court orders to abate tax bills that are erroneous due to splits, duplications, etc.
  • Insures that necessary changes are entered into the computer and that corrected copies of all such changes are furnished to the Commission, Clerk, and Collector in writing.
  • Assists taxpayers with questions regarding assessments, taxation, and with complaints both in person and by telephone.
  • Performs all other related duties assigned.
