The County Clerk's
office is the "nerve center" of the county government: ranging
from the daily administration of the county's business to conducting elections
to personnel administration to risk management to flood plain management to a
host of other administrative functions, the County Clerk is considered the
Chief Administrative Officer of the county.

**Financial**
- The
County Clerk is the Budget/Accounting officer for the county and accounts
for all monies expended from and received into the multiple varied funds
of the County.
- The
County Clerk's office is responsible for the processing of accounts
payable and payroll for the county.
- The
County Clerk is responsible for the preparation and publication of the
county's annual financial statement.
- The
County Clerk's office maintains account books for both the Treasurer and
the Collector as a system of "checks and balances" on county
funds.

**Elections**
- The
County Clerk is the local election authority and is responsible for
conducting all elections in the county, whether the election is for
federal, state, county, school, city, or special purpose district
candidates or issues.
- The
County Clerk's office maintains the voter registration files for the
county and conducts voter registration throughout the county.
- The
County Clerk maintains files on any local candidate or committee who is
required to file a Campaign Finance Disclosure Statement.

**Flood
Plain Management**
- The
County Clerk is the Administrator of the county's Flood Plain Management
program. A "Development Permit" must be obtained from the
County Clerk's office prior to any development of the unincoporated area
of the county.

**Liquor
License**
- The County Clerk's office issues liquor licenses for the
county. Any establishment offering intoxicating beverages for sale
at retail in the county, whether in incorporated or unincorporated areas,
is required to have a county liquor license in addition to a state license
and municipal license (incorporated areas only).

**Oak
Grove Cemetery**
- Mississippi
County owns, maintains, and operates the Oak Grove Cemetery located on
Highway 60 West, approximately two miles west of Charleston.
- The
County Clerk's office issues permits for the Oak Grove Cemetery for the
following: grave spaces, grave opening, and grave markers.
- The
County Clerk's office has a record of grave markers for the Oak Grove
Cemetery as compiled by the Mississippi County Genealogical Society. These
are the only Oak Grove Cemetery records in existence.

**Miscellaneous**
- The
County Clerk maintains a permanent record of the proceedings of the County
Commission (formerly County Court), the governing body of the
county. These records date back to 1845; the year Mississippi County
was organized.
- The
County Clerk's office issues Notary Public Commissions.
- The
County Clerk's office administers the personnel system for the county as
it pertains to employee salary, benefits, and other related personnel
issues.
